If your game or program fits into memory then you don't need a disc at all. It is a good tool for certain types of homebrew development.
But any streaming data isn't going to perform well at all. If whatever you want to do can fit into memory then it's no problem. You can send and receive data from a PC via the serial port but the speed is not great. PSX Serial cables and tools already exist.
